The document is referring to DNS terminology specification
https://datatracker.ietf.org/doc/html/rfc8499 which defines the "Split DNS"
term in Section 6. The proposed mechanism also supports local resolution
of domain names that do not exist globally but fake TLD is out of scope. We
will update the document to clarify.
