I'm just wondering who "we" are.  I've been representing the IETF since
1998 and don't recall any discussion with EU competition authorities about
our IPR policy.  Did this happen before my time, maybe in the RFC 2026 era?
 If so, I'd love to hear more about who participated in this discussion,
what was asked, and what the authorities said.
