Removed gendispatch, as this is about the substance.

Section 4 says it is a set of recommendations that should be kept in 
mind by participants.  They are not policy that MUST be followed.  They 
do not change IETF policies or practices.  They do capture important 
points that will help people understand the risks associated with some 
actions.  They are educational.

Also, BoFs have no decisional binding status on the IETF.  So if the 
community actually wanted policy, the earlier BoF would not prevent 
that.  The reason this draft avoids policy is that is what the 
gendispatch participants asked us to do.

I do not understand why you keep saying that advice is policy. Nor what 
you expect for education without examples and advice.
