If that section was renamed and its first sentence was fine-tuned, thus:

"4. Additional Information

It is assumed that IETF participants will rigorously follow all applicable IETF policies as set out in section 3 above."

it seems to me that your concern would be addressed. The remaining text in that section seems to be factual. (There are occurrences of "should" but since this isn't a BCP, they aren't normative.)
