That's making the assumption that the IETF has a formal anti-trust policy. It's 
pretty hard to fault one for enforcing a policy that doesn't exist, e.g., the 
anti-marijuana policy.

As I think I've said about a dozen times now, I don't think that would be a 
good idea to have such a policy.  Information about what the law says, yes, 
policy, no.
