For the record, as incoming AD, I concur that this fits fine as an AS, and
that that target status works better for this document than BCP does.  It
describes how to apply SMTP to a particular use case.

That said, this is a working-group document, and at the first level its
target status has to reflect working-group consensus.  So please, weigh in.
