I think the attribute "change controller" belongs to a notion of registries as 
extension-of-standards.  If we move towards registries-as-documentation then I 
think this becomes less important; maybe record "original specifier" instead. 
Or nothing at all, since this information should be available in the linked 
specification document (if there is one).
