I have found that a lot of smart, well-intentioned people are repeatedly reinventing this wheel.  Completing and reaching consensus on this document would be a good way to ease their burden while increasing the overall consistency of the behavior of email as a complete system.  I encourage everyone who has worked on MTA's to have a look at this document.  -- Nathaniel
