It may be a secret about as well known as the fact that third-party media type registrations are allowed, but the blackout usually ends when the IETF starts. I'm not sure about the exact time, but it's some time Sunday or Monday, and we already have Tuesday. This is very handy for uploading new drafts for WGs that e.g. met on Monday, or otherwise for people who manage to do some draft work during the IETF week. Regards, Martin.
