Also (from actual experience at a TLD registry with both 2nd-level and
3rd-level registrations):

Finding the guy in charge of a name. Two subcases:

* A X.509 CA receives a request to authenticate
www.foobar.asso.fr. Should it send the confirmation email to the
holder of asso.fr or to the holder of foobar.asso.fr?

* www.foobar.asso.fr hosts a phishing site. Should we write to
abuse@foobar.asso.fr or to abuse@asso.fr?

That's why I support the idea of doing something to solve this
problem. (And I volunteer to review.)
