I have read through it and checked it against RFC 6891.  It defines a
new EDNS0 option that is ignored on receipt, to provide the ability to
randomize the size and contents of DNS packets to deter traffic
analysis.

I don't see any problems with it.  A DNS server is already supposed to
ignore ENDS0 options it doesn't understand, so barring implmentation
bugs it's unlikely to cause compatibility problems.
