Yes, I endorse that.
 (especially where it says 'Use Plain Text If: ... you possibly can')

I also found a series of 11 .pdf about XML Best Practices most
helpful in identifying the choices a user of XML has to make, and
some of the consequences.  It is these choices I would have liked
the IETF to be more pro-active about, back in 2006, but, as I said,
there was no support for that.
