Yes, we've had service discovery methods in XMPP for over ten years (in
fact the following spec superseded an older method in use since 1999):

Because XMPP native includes presence "push", we also have a dynamic
profile of service discovery for real-time capability changes:

http://xmpp.org/extensions/xep-0115.html
