Well, I did carefully say MSAs in that sentence.  You're right, picky 
enforcement of RFC 5322 and its predecessors on mail from strangers tends 
to lose more sloppy legit mail than unwanted mail.

I think it'd be worth noting that MSAs can and should be stricter about 
what they accept than relay MTAs are.
