Some private comments I've received on this draft (reminder: it's in WGLC!)
have led to the following updates which Dave and I agree to, and will
appear in the next version of the document as long as the working group
agrees.

1) Change the IANA rules for registering new states to Expert Review.
Specification Requires is overkill.  (Expert Review might be too, but I
didn't feel totally comfortable busting it down that far.  What do others
think?)

2) Provide more discussion of what the "value" token in the ABNF is for,
including examples.  The general idea is to include additional unstructured
data about the state the message has entered, such as "quarantine/spam" or
"moderation/not-subscribed".  The token is optional.

3) Add a reference to Section 7.6 of RFC5321 to Security Considerations.
