Hi Maile,

it's your draft, so it's your decision.

Internet Draft submission in theory is closed until 10 days from now -
in practice it still seems to work.

Sounds good.

No, you need to cite W3C's HTML specs nowadays.

Either

<reference anchor='REC-html401-19991224'
            target='http://www.w3.org/TR/1999/REC-html401-19991224'>
   <front>
     <title>HTML 4.01 Specification</title>
     <author fullname='Arnaud Le Hors' surname='Le Hors' initials='A.'/>
     <author fullname='David Raggett' surname='Raggett' initials='D.'/>
     <author fullname='Ian Jacobs' surname='Jacobs' initials='I.'/>
     <date year='1999' month='December' day='24'/>
   </front>
   <seriesInfo name='W3C Recommendation' value='REC-html401-19991224'/>
   <annotation>
     Latest version available at
     <eref target='http://www.w3.org/TR/html401'/>.
   </annotation>
</reference>

for HTML4 or

<reference anchor='WD-html5-20110525'
            target='http://www.w3.org/TR/2011/WD-html5-20110525/'>
   <front>
     <title>HTML5</title>
     <author fullname='Ian Hickson' surname='Hickson' initials='I.'/>
     <date year='2011' month='May' day='25'/>
   </front>
   <seriesInfo name='W3C Working Draft' value='WD-html5-20110525'/>
   <annotation>
     Latest version available at
     <eref target='http://www.w3.org/TR/html5/'/>.
   </annotation>
</reference>

for the latest HTML5 Working Draft (see
<http://greenbytes.de/tech/webdav/rfc2629xslt/w3c-references.html>).

(I recommend HTML 4.01 because it's stable and the differences to HTML5
do not matter here).
