Fair point, but that's not unfortunate, it's by design.  We'd like to try
doing things e2e before requiring middleboxes to help, even in this case.
QUIC has the ability to measure delay increases on the forward path, so our
congestion controller can (doesn't yet, but will) filter out delay
variations on the reverse path.
