Having just re-read that section of AccECN, it is as I remembered - it is
limited in the quantity of information it can reconstruct, and would be
overwhelmed by an ack covering as many as 32 packets.  IIRC, this was also
a part of AccECN that was felt to be too complex to implement widely.
