No. Are you possibly reading between the lines and seeing
the shadow of some sneaky scheme that's just not there? :-)

Centralisation etc. may be a part of the discussion of
resilience (and robustness - I agree with Brian that
those are intertwined, at least in how I think of them),
but this proposal doesn't "subsume" anything, at least
not in the negative sense which is how I interpret your
question. IOW, what's proposed is a new discussion venue
(new for this IAB) - an addition to whatever else is being
discussed, (in or around the IETF) and afaik there is no
intention to pre-empt, subsume, or prevent any discussion
of anything else anywhere.
