I expect it won't be a surprise to hear that since the ISOC foundation
is in the U.S., it has to follow U.S. law.

Also, 501(c)(3) is not very difficult to qualify for.  There are over
a million registered non-profits in the U.S., and while a few are
large, 75% of them have annual budgets under $50K.
