No, but I tend to blame the largely ignorant political polemics
(one cannot say "debate") about a mythical beast called "network
neutrality".

The fact is that there are fundamental mathematical limits on
QoS in a network that is dominated by contention for switching
resources and by queueing theory. You can only change that by
getting rid of contention. Is there a plan?
