One of the drafts describes consolidation as "the process of increasing
control over internet infrastructure and services by a small set of
organizations.”


What is about "a concentration of controls", thus such a deconcentration of
energetic controls ...?

Let's imagine an artist/a farmer/a sport(wo)man with his/her instruments
used in sequence or he/she changes intruments used: there are supposedly
different kinds of concenrations of energies (of his handlings/fingerings
and how he/she positions other parts of his/her body). It is about
different configurations of energies: as he/she configures anew energies
there are de-concentrations of energies...? So there would be a matter of
using instruments cleverly, of "more than an instrument", of "more than
instruments". There should supposedly be "men of learnings" ...? Here is
about Internet technology and its infrastructures and services which are of
a system of elements among other systems of elements... as we are
edeavouring such an order and such orders ...
