This is the second request for comments issued by the Internet 
Architecture Board on a document which is intended to be a request 
for comments.  The first question could be whether there is any 
rationality in that.

Martin commented about predicting the effect of our choices.  How can 
the Internet Architecture Board provide long-range technical 
direction for Internet development if it cannot assess the potential 
consequences of its choices?
