Incidentally, the attempted discussion on the relationship between the IETF and non-technical, policy-oriented stakeholders would also be pertinent to this. Sometimes, the world seems not to have listened (or even actively resisted) because what the IETF did was not aligned with non-technical incentives, or was affecting some other stakeholders too negatively.

Or, in general, by having a dialogue in advance with the rest of the Internet community on this kind of far-reaching change, so that the resulting non-technical issues are at least understood properly, and possibly taken into account in the design; and an alignment of interests can be created to promote the change.
