Regrettably the actions of the US Government excluded an active part of the IETF community from taking part in informal technical discussions.

If a principled position of the IETF is the inclusion of all competent contributors, we cannot have informal technical discussions until the US Government changes its position.

As far as I can tell, ignoring the position taken by the US Government puts us at risk as individuals regardless of our nationality or our affiliation.

Hence the request for formality in these discussions.
