I would also point interested parties to _Building Protocols with HTTP_
(draft-ietf-httpbis-bcp56bis-08 [1]), which covers very similar issues
to those in 7320.  When I pushed back on aspects of an earlier draft
similar to those Rob Stradling is concerned by, I was unsuccessful.  The
rebuttal to my objections was grounded in the fact that this BCP is
focussed on _specifications_. Specifications are (or ought to be) open
to multiple implementations.  Baking in _any_ aspect of URI syntax in a
spec was held to amount to an unreasonable/unnecessary constraint on
implementors.
