By way of a little history and context, 6962 was published as an
independent submission as an experimental standard.  The goal for
trans was to update the protocol through the IETF consensus process
on the standards track.  However, because 6962-bis has been so
difficult to get through the process it's been badly delayed, which
has led to implementation delays as well.  Log operators have said
that they intend to move to the revised protocol within a few years
but in the meantime without implementation experience it became
clear that it was appropriate to publish -bis as an experimental
standard, as well, and we have consensus from the working group and
our AD (who, at the time of the decision, was EKR).
