This gets to the issue I mentioned some time prior, the association of
an item of data with the data collection policy it was collected with.

A user of collected data that can not, or will not, disclose the means
by which it collected the data it is attempting to use (as an access
mechanism to an inbox), and the policy that applies to the data?
