Well, everyone keeps saying this but I don't particularly see why this
should be the case. I'm sure some, even many, such ISPs will do as you
say but are you really going to vouchsafe for all those broadband and
dialup ISPs currently a source of so many problems? How many tens of
millions of exceptions will we need for the result to be severely
diminished?
