   suggestions as to the establishment of, or the existence of, a group
   that is furthering the notion that geographic information about computer
   equipment and other internet devices will be useful knowledge to have?

I don't know of any group interested in this, but that means nothing.  To
start something official, you should talk to an area director (probably
Applications area).  

Personally, I recommend that you take the shortcut of setting up a mailing
list and just go ahead and write the document.  Implementation >> politics.
