I think a solution analysis document would be a useful output from the 
working group, particularly if we already have a good start an existing 
paper or draft. Thanks for the suggestion! I think we should add it to 
the charter.

(I'm a little reluctant to tie the completion of such a document to the 
start of solution work, however. Particularly if we can identify a 
simple first step solution such as DHCP that requires no new protocols.)
