The extreme case of which is that all nodes are address providers.

Note that I'm not however saying that is the way to go, just that
that's an option.

There is also the IPv4 vs. IPv6 issue. While the IETF would like
everything new to be IPv6, back in the real world IPv4 is currently
still more important.
