Thanks for the new draft charter.

I agree with other postings, that selecting DHCPv6 with a central node is not that obvious.
I think a core attribute of an ad hoc network / MANET is cooperation between equal nodes.
Especially on item 1, I am worried on dependency, election mechanisms, multi-hop (un)reachability and DHCP relay explosions. 
On the other hand, I have a solution for this. I can rename BRDP to DSDP (DHCP Server Discovery Protocol). There are other (minor) changes needed.

Using DHCPv6 for prefixes (and other parameters) makes sense to me. There are some prerequisites, like addresses / reachability and a pointer to a DHCPv6 server. 
I suggest adding "and other parameters".

On IPv4, I can think of getting an IPv4 address with DHCPv6 or "DHCP over IPv6".
Ditto for prefix and other parameters.
A charter item could be the analysis how to support IPv4 on the IPv6 solution. The result could be used for rechartering.

Many more networks have more than one Internet gateway. Speaking for myself, I don't see single homed MANETs in real world. Maybe it is my reading, and the text was not intended to be restrictive.

I support adding an overview document as charter item.
