WG,

This is a version that has some significant edits for improved 
readability by Colin. The goal was not to change the meaning of the 
draft. So please review and comment on these changes.

These edits are not completed yet. The goal is to have a version that 
finish this when the submission opens again. What remains are Section 6 
and forward plus the last paragraph of the introduction.
