The erratum (8166) is marked "verified", so we've already reached
consensus that it's correct.  Looking at the text myself, an a-priori
analysis suggests that the erratum is correct, as otherwise "a sequence
number in the range begin_seq to begin_seq+num_reports inclusive"
contains "num_reports+1" values, which seems like it is not intended.

The only open question I can see is whether implementations generate and
consume RTCP messages of this format (i.e., PT=205 and FMT=11) using the
revised specification.  Harald says that the revised format is already
in use.
