WG and Ben,

Please review the latest changes that remove the 8 octet authentication 
tag.

Please provide any feedback within 2 weeks, i.e. no later than 15th of July.

Personally, I think it would have good to retain some text in 13.2 to 
motivate why short tags are a bad idea. But, I this is just a wish and 
not a requirement.
