Hi

This codec is discussed in the Study Group 16 / Question 10 of the ITU-T, about maintenance and extension of existing voice coding standard (here G.729).
The reports and work documents are not publicly available, you have to be a member.

The background information presented in Section 2 of the draft is drawn from the Terms of Reference of the codec and should hopefully be enough "to conduct a meaningful review" ((c)Colin).
The payload format is independent from the algorithmic details of the codec, and hence from the final candidate chosen as the standard. The useful information is provided in the draft: sampling rate, bit rates, embedded scheme...

Per the earlier "debate" on this list re VC-1, could you distribute or otherwise point people at the current draft for the "G.729X" spec? (Unlike SMPTE, I've never heard anyone object to distribution of an ITU draft.)
