without a normative reference to [SCIP210], and without that document
being made available in some form during IETF review.

[DH] The most recent version of SCIP-210 can be requested via email from NATO at [e-mail] (this is email specified in Section 8 of the I-D).  An older version is publicly available at https://www.iad.gov/SecurePhone/index.cfm.

If [SCIP210] cannot be made available, a way forward might be to publish
this specification as an Informational RFC and to add explicit text about
the limited review it has hence received by the IETF.
