I also don't think we ever discussed having this document in any other 
status than standards track. The goal here was to define an actual 
mechanism that is implementable. Which it also have been, both in 
simulations and in an actual production system. We also know that we 
would have standards track documents reference it, as the source of a 
solution.

If one compare that with the TSVWG circuit breaker document, which is 
all focused on requirements and what is needed in a solution to a 
specific problem or protocol. That type of document is very fitting for 
the BCP status.
