I don't see any unclarity:

However, you don't *need* to use the Mark bit to reassemble H.264 RTP
packets into NALUs to pass to a decoder (certainly not for packetization
modes 0 or 1), at least if the de-packetizer knows it's H.264.  Mode 0 is
particularly easy.
