My understanding is that Suite B is all about policy & packaging; no new
algorithms are defined (thankfully!).

I don't really understand this comment: the very first sentence of the
Abstract says The United States government has published guidelines for
"NSA Suite B Cryptography", which defines cryptographic algorithm policy
for national security applications.

I don't know how it could be made much clearer or more obvious.
