[AVT] Summary changes to draft-ietf-avt-uncomp-video-04.txt.

Dear all:

The following is a list of changes made to 
draft-ietf-avt-uncomp-video-04.txt:

1. For interlaced video the M bit is set at the end of both fields, and 
it indicates the
end of a field.

2. The qualifier for  RTP timestamps has been changed to SHOULD (from 
MUST):
       "A 90 kHz timestamp SHOULD be used ..."

3.  Two new SDP parameters have introduced:
      - chromo-position:
            designates the position of the chromo values relative to 
luma values
      - top-field-first:
            for interlaced video, defines with which field are the 
chromo samples first transmitted.

We feel with these changes the draft is complete and ready for Last 
Call, and would like to
receive feedback from the community in this regard.
