Your choice: follow IETF procedure or get nowhere. The first part of 
your draft should state the requirements you are trying to fulfill. 
These are clearly different from the requirements seen by the authors of 
RFC 3550 and its predecessor. Again I suggest that you look at the RTCP 
XR related RFCs to see if any of them fulfill your requirements.
