Hi,

There is the concept of active senders in RFC 3550 which is who you are expected to send SR for, see beginning of Section 6.1 of RFC 3550.

So I think your definition is reasonable. However, I would note that you probably need to make it so that one consider the SSRC as active if one have received any RTP packets within one regular RTCP resporting interval since last report was sent. Otherwise one may prematurely change the classification based on early feedback sent on other sources.

suggested fix (replace "active" with "SSRCs for which at least one
