I have just published

The document is not quite ready yet -- one section has not been written
up, and we're still waiting for confirmation that this solves the issue
which it is supposed to solve.  However, I'm fairly optimistic.

Donald, in the light of the above -- do you want me to request adoption
now, or do you prefer to wait until everything is solid?
