Hi,

Probably unsurprisingly, I'm declaring WG consensus to publish this draft.

There is a new policy adopted by the Routing Area directors to require a
Routing Directorate review before formally requesting publication so I will
request such a review. (Probably I should have done that in parallel
with the call for objections below but this draft is sufficiently
straightforward that it didn't seem to be necessary.) Meanwhile, I'll do a
Shepherd review.
