I think "MUST be able" is the right thing. Of course there is no
problem with disabling ICMPs or any particular type(s) of ICMPs if you
like. But really, by default, traceroute should work. If some Babel
router is tossing packets, you should be able to get back some
indication of that with a code giving the reason. Etc.
