There are a few people who do not think this work should be chartered for various reasons.  I don't think discussions with those people are approaching convergence.  Fortunately, the charter process doesn't require unanimity, so I think the rest of us should get our charter ready and send it to the IESG.

I have included the latest text below.  Any last minute edits?  Constructive ideas for improvement?  Dave and Dave, I am particularly interested in knowing if there is any remaining wording that would raise unnecessary concern in the BBF?
