My understanding is that the RPC sometimes does preliminary editing work 
while waiting for references to settle (and I know in particular they've 
been trying to work ahead on some of the C238 documents to lessen the 
impact when the final reference breaks free). In this case, it might be 
easier for them if we put it in as an RFC Editor note.
