I want to advertise the new path to other neighbors.  But what was not
clear to me was, if it is legal to install an IBGP learnt route as a BGP 
readvertisable route in the forwarding table in the event there is no OSPF 
external route for it in IGP.  But from your comment, it seems like
it's not valid.  

So in summary, you have got to have IGP learned routes in your table, 
before you can consider to install/re-advertise IBGP routes.
